Yeah, that performance sounds right. For older cards you have to select the Performance mode. Also, there is a bug where sometimes the global illumination doesn't enable. I don't know why, it only happens on slow GPUs. But if you just change the preset and change it back, or go full screen, then it will refresh the graphics.
