If the nightly builds are anything to go by, then Godot 3.1 classic (not the mono version) should land around 22-30mb in size. Since Godot 3.1 is in a feature freeze, unless there is just a really big bug fix or something, the file size shouldn't grow dramatically larger than the current nightly builds.
Personally I'm excited for the IK system in Godot 3.1, that and OpenGL ES 2 on mobile. The IK system for some tutorials I want to get around to, and OpenGL ES 2 for potentially being able to port some projects to mobile devices at playable frame rates.
All in all, it should be a good release.
