I want to make graffiti I could scan images in and whatever is white would have the alpha set to 0. I am using a PC which means that the mouse isn't good for precise drawing like the Mac. Please tell me anything related. Thank You

If you live in an urban area, just go outside and take photos with your phone of graffiti. Then you can process them in GIMP. Lasso selection with the mouse could work, but you might have an easier time with a graphics tablet. HUION makes some good ones for not too much money.

In an app like krita, even with a horrific mouse you could probably emulate the spray stroke of a spray paint can with some mouse smoothing and a soft brush.
