Well to answer your question, delta is a measurement of time between frames. The letter delta in mathematics is to denote a change, in this case the amount of seconds that have passed since the last frame. But I recommend you read the book, as these are fundamental concepts in game programming, and if you don't know them, then there are literally hundreds or thousands of things I will need to explain for you to be able to finish a game.
