As I am migrating to linux and my wife is staying on windows I wanted to find 2d animation tools that worked nicely in both.
this program is called tahoma2d it is a fork of opentoonz and is free. It has built raster, vector art tools and bone animation, drawn animation, and stop animation. The orginal Opentoonz was co created with Studio Ghibli and Tahoma2d was forked to make it more user friendly.
