Honestly, quality is not as important as consistency and volume. And @evg 's game was pretty good for me. I see a lot of beginners on Twitter, and they do get action. Obviously, the more exciting your images/gifs are, the more likely to get popular, but you can build a small following even with amateur content. And this is important, because these will be your biggest fans. But you have to post consistently, at least once per day.
Even if you don't have any new work to show, retweet some other developer that is in a similar category just so things look alive. If people come to your page and your last post was months ago or last year, they won't follow you. But if they see like 10 or 15 posts from the same day, it looks like you are dedicated. Again, the quality is not important. Just post at whatever level you are at, there will be other people at your level that will like it.
