Is there a way to change the 'hints' and 'snapshot' delays for the editor?

I find all the "helpful" hints and snapshots very annoying as they tend to cover the text I want to read and otherwise get in my way

I think the hint settings are in here: Editor >> Editor Settings... >> General >> Text Editor >> Completion I don't know what you mean by "snapshots".

It's the thumbnail of the scene that pops up when you mouse over a scene tab in the editor. It lingers instead of disappearing when you scroll off any tab. Really annoying.
