The basic premise is that the universe itself is mathematics. I came to this conclusion before reading the book, but the author backs it up with science. Basically think of it this way, there are things that are true that can be true without an intelligent observer. For example, a simple mathematical concept like 1 + 1 = 2. This is true, will always be true, and also must always have been true. But if the universe or space/time had a beginning, how or where could have a mathematical truth like 1 + 1 = 2 existed? The only thing that makes sense is that mathematics came first, was infinite (in both directions of time), and in fact physical matter itself is a manifestation of math. Not the other way around. He explains it well in the book, worth reading.
