Frame animations of imported artwork are much more flexible as you can make your character do whatever you want it to do - however, it is far, far more work if you want smooth animations, and you have to have good drawing and pixel editing skills.
If it’s just simple movements on a flat plane like running, jumping, climbing, shooting or slashing/jabbing a sword, animated cutouts are easier to do and smoother.
However, are you talking about performance when you say ‘implements better’? I haven’t had enough experience with Godot yet to answer that.
