thank you for the reply but I think you misunderstand. the maps are in the correct order.
TileMap = ground
TileMap2 = pillar
I believe I have figured out how I was looking at it wrong. firstly I made the pillar too tall , second and more important I was thinking in terms of building the pillar on the ground when I should be viewing the top of the pillar as another level.

in this example the pillar is the right height and the top of the pillar is one level up from the ground it is standing on
