That is a notoriously slow APU, friend had one of these as a temporary replacement laptop. We were honestly impressed how it couldn't even manage to play youtube videos reasonably.
But yes, godot should run. How well your game will run, depends on how you optimize it and what you want to do with it graphically. For a 3D platformer, you should be able to do something a little better than original spyro or crash bandicoot at the very least.
