It would make a good application base. It would be portable across many different systems. It will initialize the window and draw the elements. One would only need too create the scripts and setup the scene. It might be something difficult to gather drag and drop responses. But maybe a google search will reveal how it's done.
It would have the problem of requiring OpenGL graphics card. If the gfx card is too generic or old, then godot will not run. It would give you the power of having animated graphics, like animated icons.
I am not certain, but I think you would be missing medial dialogs. The type of dialog that can be move around like an external window, but is a child of the application.
It would give you full access to a library allowing you to create a powerful application. If godot's 2d mode will not require 3d being turned on, then I think it would be an excellent choice for creating an application. However, if it does require 3d, then I only give it a rating of good for this.
