You're right i'm not sure it will work on characters because the shaders works in global world coordinates.
And it doesn't syncrhonise with animations, it's not a physics mesh effect.
It's made to work with static objects like trees, plants or objects having some fabric or soft parts able to wooble with wind.
Wait for Godot major next release, it should have Cloth physics.
